Local development setup and production deployment.

• setup-ubuntu.md — step-by-step Ubuntu 22.04/24.04 LTS server setup. Used both for production and for “production-like” smoke tests on a clean host.
• deploy.md — release procedure, secret rotation, Phase 2 deploy heads-up, ops commands (revoke, cache-metrics, DEK rotation).
